Driver fatally strikes toddler on Cook Road

HOUSTON, TX – According to KTRK, a driver struck and killed a toddler on the 21000 block of Cook Road on Sunday.

The 18-month-old girl was outside a trailer with her mom, Morgan Ottiger, 31, when Ottiger fell asleep. Ottiger’s boyfriend, Carmen Link, 41, allegedly ran over the toddler as he was pulling into the driveway around 12:30 p.m.

Following the collision, the couple did not call 911 right away.

Authorities arrested Ottiger for child endangerment. Link was arrested for open felony warrants for unauthorized use of a motor vehicle and theft.

Bonds have not been set for Ottiger or Link.
